Decatur, IN is located on the banks of the Saint Mary's river in the northeastern quarter of the state of Indiana. Samuel Rugg founded Decatur in 1836. Samuel Rugg envisioned that Decatur would be the county seat of Adams county and continually grow in importance. That is exactly what happened.
